For the 2007 Physician Fee Schedule, Medicare has implemented a Budget Neutrality Adjuster (BNA) to be applied to the Work RVU component of the Physician Fee. CMS is required by law to offset any total payment increase in the Fee Schedule that exceeds 20 million dollars in order to make the increase budget neutral. CMS applied the adjuster for 2007 on physician work only, meaning neither the practice expense nor the malpractice component of the fee schedule are adjusted.
